    For more than 15 years, ESTEP experts have been working for Lithuanian and EU institutions to strengthen the quality of strategic management, ensure data and analysis-based public policy planning and implementation: conduct research and impact assessments, develop methodologies, organize training, and provide consultations.

    Eur of investments

    Since 2004, we have evaluated the efficiency, impact and benefits of nearly 20 billion Eur of investments allocated to Lithuania from the EU funds in 2004-2006, 2007-2013 and 2014-2020 and provided recommendations to the responsible authorities on how to improve these investments.

  • Research, studies, assessments and analysis

    We have carried out more than 150 studies, evaluations and analysis related to planning of public policy interventions, evaluation of its effectiveness and impact.

  • Methodologies

    We have developed more than 10 methodologies for assessing the impact of investments and planned legal regulation, functional analysis, monitoring and evaluation of programmes, as well for the assessment of the impact of public audit, for the calculation of the values of various monitoring indicators using complex statistical and econometric methods.

    We have helped more than 6,000 civil servants in Lithuania, Estonia and Finland to prepare for their successful Presidency of the Council of the EU.

    We have delivered more than 8500 academic hours of training and other professional development events for employees of public sector institutions on EU investment management, strategic planning, coordination of EU affairs, EU negotiations, investment impact assessment and other topics.

  • long-term eurointegration projects

    We have implemented more than 10 long-term eurointegration projects in the Eastern European Neighbourhood countries – Armenia, Georgia, Moldova and Ukraine – and assisted their Governments in preparing for and signing Association Agreements with the EU.
